# Why does Terraform report unavailable when creating a CKS cluster?

> Check the target zone and cluster quota when Terraform retries CKS cluster creation and reports unavailable

A missing cluster quota for the target Availability Zone might cause `terraform apply` to fail with an error like this:

```text title="Example error" theme={"system"}
unavailable: POST https://api.coreweave.com/coreweave.cks.v1beta1.ClusterService/CreateCluster
giving up after 11 attempt(s)
```

Cluster quota limits how many CoreWeave Kubernetes Service (CKS) clusters your organization can create in each zone. It's separate from instance quota. CPU or GPU quota in a zone doesn't mean your organization has cluster quota there. This error might indicate a quota rejection, even though the provider retries the request.

Check whether cluster quota is the cause:

1. Confirm that the `zone` value in your `coreweave_cks_cluster` configuration is the zone where you intend to deploy. The VPC and cluster must be in the same zone.
2. [View quotas](https://docs.coreweave.com/products/cks/clusters/quotas.md#view-quotas) and check the cluster quota for that zone.
3. If cluster quota is missing, [contact CoreWeave support](https://docs.coreweave.com/support/contact.md) to confirm your organization's cluster quota for the target zone. Retries of the same request won't resolve a missing quota.

If the zone is correct and cluster quota is available, contact support to investigate the error. Include the target zone and error message.
